Speaking on the operation, Navy Captain Elinton Coutinho explained that a full maritime lockdown will be enforced in sensitive areas. “As of today, we will have vessels on the water 24 hours a day. These are ships and smaller vessels controlling the entire maritime space. In some places, specifically Marina da Glória, it will be closed from July 4th,” he said. The area is considered a strategic point due to its proximity to summit venues and transportation routes. The root of the disagreement lies in Egypt and Ethiopia’s opposition to South Africa’s bid for a permanent seat at the United Nations Security Council. The issue has exposed deep-seated rivalries and divergent priorities among members, threatening to overshadow efforts to present BRICS as a unified counterweight to Western-led institutions.
