CAR and UN Begin Disarmament of Former Rebel Fighters
The Central African Republic (CAR) government, in collaboration with the United Nations (UN) peacekeeping mission MINUSCA, has launched a significant disarmament and demobilization effort targeting ex-combatants from two former rebel groups. This operation is part of the country’s ongoing peace-building agenda.
Focus on UPC and 3R Rebel Groups
The initiative focuses on former members of the Unity for Peace in Central Africa (UPC) and Return, Reclamation, Rehabilitation (3R)—two armed groups that were officially disbanded on July 10 in Bangui. The disarmament took place in Maloum, a village about 55 kilometers from Bambari.
Comprehensive DDR Process Implemented
As part of the Disarmament, Demobilization, Reintegration, and Repatriation (DDRR) program, former fighters surrendered their weapons and underwent medical examinations, identification procedures, psycho-social support sessions, and financial compensation. This process is a central element in transitioning ex-combatants into peaceful civilian life.
Maloum Hosts the First Phase of Operations
Maloum served as the staging ground for this initial disarmament phase. Fighters gathered there from various regions across the country, including Bria, Alindao, Pombolo, Ebando, Nzako, Goya, and Bambari, among others. The symbolic and logistical importance of this site underscores the government’s commitment to decentralizing the peace process.
Weapons Collection and Security Measures
The disarmament operation led to the recovery of a large cache of weapons, including PKM machine guns, RPG-7 rocket launchers, and multiple calibres of ammunition. These arms were collected by the mobile team of the UEPNDDRR and have been transferred to secure MINUSCA facilities for storage.
Transfer of Weapons to Government Authorities
Following international procedures established under the peace agreement, the collected weapons will be officially handed over to the Central African government in Bangui. This handover symbolizes the growing cooperation between local authorities and international peacekeepers in stabilizing the nation.
Reintegration or Community-Based Support

Only eligible ex-fighters will be integrated into the Central African Defence and Security Forces or supported in socio-economic reintegration activities. Others will benefit from the Community Violence Reduction Program, which offers vocational training and income-generating support, ensuring that no participant is left without options for reintegration.
Support for the Political Agreement for Peace
This initiative is part of the broader revitalization of the Political Agreement for Peace and Reconciliation in the Central African Republic (APPR-RCA). The program’s goal is to address lingering security issues from the country’s violent past and build a path toward sustainable peace.
International and National Cooperation Praised
The disarmament marks a positive turning point in the nation’s post-conflict recovery. Officials from both the CAR government and the UN have commended the cooperation and commitment displayed throughout the operation, which sets a precedent for future peace-focused efforts in the region.
