Mobile Court Brings Justice to South Sudan Pibor Region
The Pibor region of South Sudan has long grappled with persistent crime, ranging from violent cattle raids to cases of sexual assault and child abduction. These acts are not only frequent but have often gone unpunished, leaving communities feeling unprotected and vulnerable.
Cultural Richness Amid Conflict
Greater Pibor is a land of rich traditions, with communities expressing their heritage through colorful attire, lively ceremonies, and strong spiritual ties. However, alongside this cultural pride exists a long-standing cycle of violent practices that fuel inter-community tensions and bloodshed.
A Deeply Rooted Source of Violence
Cattle raiding, while historically tied to cultural customs, has become a dangerous and deadly practice. Combined with gender-based violence and child abductions, these acts create lasting wounds between rival groups. The lack of consistent legal consequences has allowed such crimes to persist for generations.
Launch of a Mobile Court Initiative
To tackle this entrenched problem, a mobile court has been deployed to Pibor with the support of the United Nations Mission in South Sudan (UNMISS) and the South Sudan Reconciliation, Stabilization, and Resilience Trust Fund. The initiative aims to bring justice directly to communities that have little or no access to formal legal systems.
Delivering Justice in Weeks
Over a four-week session, the mobile court handled 16 complex criminal cases, leading to the conviction of five offenders. In addition, it resolved 10 civil disputes, many of which involved land ownership — an issue that often sparks violent clashes in the area.
Addressing Longstanding Impunity
This is the second mobile court mission to Greater Pibor this year, bringing the total caseload addressed in 2025 to 61 matters — 37 criminal and 24 civil. The swift resolution of these cases has sent a clear message that crimes will no longer go unanswered, building public trust in the legal process.
Encouraging Victims to Come Forward
When communities see that perpetrators are being held accountable, more victims gain the confidence to report crimes. This not only encourages lawful action but also reduces the risk of individuals seeking revenge or resorting to violent retaliation.
Moving Toward Permanent Justice Structures
While the mobile court has made a strong impact, officials recognize that ad hoc deployments are not enough to meet ongoing legal needs. Plans are underway for the judiciary to assign a permanent judge to the Greater Pibor Administrative Area to ensure consistent delivery of justice.
Building the Infrastructure for Rule of Law
In addition to court services, UNMISS has constructed a new courthouse to replace inadequate facilities. The mission is also calling for greater investment in a functioning prison and properly equipped police stations to strengthen the broader justice system.
Justice as a Path to Peace
Decades of conflict have left deep scars on South Sudan’s communities, but a stable justice system could help mend these wounds. By ensuring that wrongdoers face fair trials and victims receive the recognition and resolution they deserve, Pibor can take a step closer to lasting peace and security.
