South Africa’s criminal intelligence chief, Lt-Gen Dumisani Khumalo, has been arrested on charges of fraud and corruption, further deepening concerns over misconduct within the country’s top police ranks.
The arrest, which took place on Thursday evening at Johannesburg’s OR Tambo International Airport, involved members of South Africa’s anti-corruption task force. Gen Khumalo and six other senior South African Police Service (SAPS) officers appeared in court in Pretoria on Friday.
Linked to Intelligence Fund Misuse
Although details of the charges have not been formally released, local media report that Gen Khumalo and his co-accused are linked to an ongoing probe into the abuse of intelligence funds and unlawful appointments within SAPS.
The accused officers, represented by a shared legal team, have indicated their intention to plead not guilty to all charges.
This marks the second wave of arrests in less than two weeks involving the SAPS Crime Intelligence unit, an agency entrusted with protecting national security and preventing organized crime.
Shockwaves Through Police and Politics

Gen Khumalo, who assumed leadership of the Crime Intelligence division in 2022, has served within various police units for over 20 years. His arrest has raised alarm bells across political lines and the public.
The Democratic Alliance (DA), South Africa’s second-largest political party, welcomed the arrest, calling it a “step in rescuing an organisation on the brink of collapse.”
“This points to yet another serious breach of trust within a critical state institution tasked with performing our nation’s policing functions and mandate,” the DA said in a statement.
The Economic Freedom Fighters (EFF) described the arrest as a symptom of a broken policing system, and called for an urgent structural overhaul of the SAPS.
“This is not an isolated scandal, but a sign of a hollowed-out policing institution,” the party said.
Tarnished Reputation of SAPS
This latest scandal adds to a growing list of corruption allegations against top SAPS officials, undermining public confidence in law enforcement institutions.
Three other high-ranking SAPS members were recently charged in connection with similar allegations, prompting public calls for a complete internal review of Crime Intelligence operations.
The arrest of such a senior figure—who was expected to uphold law and integrity—has further damaged the SAPS’ image at a time when violent crime, public safety, and corruption are among the nation’s most pressing concerns.
